What is the difference between a fine and an additional fee and when is it issued?

Although we colloquially use the term "ticket," a penalty for driving without a license is not a ticket as defined in the Petty Offenses Code. It is, in fact, civil claim resulting from a breach of the carriage contract concluded with the carrier. Instead of a standard fine, the passenger is obliged to pay an additional fee, the basis of which is Transport law.

Demand for payment may be issued in several specific cases:

  • total no valid ticket for the ride,
  • lack of a document permitting document the relief you are entitled to,
  • the use of personal ticket without showing an ID card,
  • committing an offense defined as fraud, i.e. the third ticketless ride in a year,

Receiving a public transport ticket doesn't always mean you have to pay the full fine. There are a few specific situations in which you can apply for a waiver or significant reduction of the fine:

If you simply forgot to take your ticket from home, the fine may be waived upon later presentation of the ticket, with the obligation to pay a handling fee. Can the fine for driving without a ticket be paid in installments or written off?

Driving without a valid ticket is stressful, but there are effective ways to settle the debt. The key to success is to properly justify your request and demonstrate good faith to the creditor. When preparing your application for repayment relief, be sure to include appropriate attachments that will lend credibility to your request:

  • a reliable description of a difficult life situation,
  • current certificate of low income,
  • confirmation of unemployed status,
  • a specific repayment plan with realistic deadlines,
  • documentation confirming the lack of financial liquidity.

  • loss financial credibility in the eyes of the institution,
  • the risk of classifying the act as fraud,
  • the possibility of imposing a penalty fine, restriction of liberty or arrest.
